I have to differ partially, there is more than that though, clearly evangelion and half-life, especially half-life, among other franchises. Equating it as an outgrowth to doctor who is sort of overrepping imo.

Gunbuster came out in 89 and evangelion is a genderswapped version of it that takes the same themes and ideas but REALLY digs into them. Diebuster is a literal remake of gunbuster that came out in 04 and is anno lamenting the US fanbase not getting evangelion and being a bunch of pervs about it
