“To be transparent, Lansing City Council received this email re: data centers from me today:

Lansing City Council Members:

I have been following the debate in Lansing around the Deep Green data center proposal and have had the opportunity to meet with Deep Green directly. While I have my own feelings on Deep Green's proposal, and the influx of data centers around the country, I chose to email today simply to pass on the research we have been collecting at the state level re: data centers.

At the state level we have been wrestling with how we can ethically engage with AI and data centers for the last few years and have been drafting legislation in an effort to ensure transparency, ethics, community engagement and environmental sustainability as communities are faced with this important decision. To be transparent, I have co-sponsored several of these bills.

Some local governments are also considering temporary moratoriums on data centers until we have all had a chance to learn more about their impacts on our communities, best practices, and whether this bubble is ripe to pop sooner than later.
Please see below for legislation proposed in Michigan as well as for research presentations on data centers from UM, MSU and national organizations.

Michigan Legislation

Senate Bill 763 (GEISS) would prohibit the passage of infrastructure improvement costs to residential ratepayers. (https://legislature.mi.gov/Bills/Bill?ObjectName=2025-SB-0763)

Rep. Jim Desana - https://www.legislature.mi.gov/Bills/Bill?ObjectName=2025-HB-5397- repeal data center sales tax exemption

Rep. Dylan Wegela - https://www.legislature.mi.gov/Bills/Bill?ObjectName=2025-HB-5396 - repeal data center tax exemption

Rep. Erin Brynes - https://www.legislature.mi.gov/Bills/Bill?ObjectName=2025-HB-5398 - repeal property tax exemption

Additional examples from MI -- efforts to address impacts on water use:

Senate Bill 761 (BAYER) would prohibit users who withdraw over an average of 2,000,000 gallons of water per day for consumptive use from obtaining a water withdrawal permit in our state. By “consumptive use,” the bill refers to water that is “lost,” through evaporation or otherwise, and is not returned to the water system. (https://legislature.mi.gov/Bills/Bill?ObjectName=2025-SB-0761)
Senate Bill 762 (SHINK) would establish transparency standards by requiring the Michigan Public Service Commission (MPSC) to publish annual reports regarding the total energy expenditures and water usage of data centers.(https://legislature.mi.gov/Bills/Bill?ObjectName=2025-SB-0762)

Senate Bill 763 (GEISS) would prohibit the passage of infrastructure improvement costs to residential ratepayers. (https://legislature.mi.gov/Bills/Bill?ObjectName=2025-SB-0763)

Here is the lawsuit filed in MT before the PSC to address concerns of ratepayers and public. https://earthjustice.org/wp-content/uploads/2025/11/2025-11-17-complaint-final.pdf

FACT: In 2023, Michigan enhanced the state EITC and as a result in 2024, over 650,000 Michiganders collected an average combined state and federal credit of $3,856! #mileg

Good news!! Yesterday, the Michigan Senate passed our bipartisan bills to end mandatory nurse overtime. Thank you to @minurses.bsky.social for your years of advocacy and for the care you provide for patients every day! #mileg #gettingthingsdone www.michiganpublic.org/po….

Michigan Senate votes to block mandatory overtime for nurses

The bills would stop hospitals from making nurses work extra hours, with some exceptions, and give nurses at least an eight-hour break following a 12-hour shift.

I’m also proud to support legislation, introduced by my fellow House Democrats, honoring Lunar New Year, the Sikh holiday Vaisakhi, and the Muslim holidays Eid al-Adha and Eid al-Fitr. As our state grows more diverse, it’s important for us to honor Michiganders of all backgrounds. #mileg #nokings

It's always a joy when Troy's own superstar disability activists, Allie and Dawn Hayes, pay a visit to the office. Allie is a member of the state's Developmental Disabilities Council and was in town for their Voices In Action advocacy day. Keep up the good work! #mileg

This bill - and the federal SAVE Act it mimics - create financial barriers that would prevent eligible citizens from voting. Your right to vote is sacred, and I won't let anyone take it from you. #mileg #mipolitics #nokings #resist

I just voted NO on the House Republican poll tax, which is what you call requiring a passport or birth certificate in order to vote. Michigan's elections are already free, fair and secure. #mileg #resist #nokings

🔥New Statement: League strongly opposes House passage of a bill that threatens Michiganders’ right to vote in state elections. House Bill 4765 would create unnecessary red tape in Michigan’s voter registration process and burden citizens with proving their eligibility to vote. #mileg
