As an American political historian, I can confirm that this Congress has been "almost unmatched in history" in several categories -- sad abdication of its war powers, craven surrender of the power of the purse, weird refusal to conduct meaningful oversight, and an utter failure to pass actual laws.

This impact wouldn’t be limited to GOP-gerrymandered states like Florida or Texas, either. Solidly blue districts even in Dem-drawn or non-gerrymandered states would have to expand in places like NYC, LA, Phoenix, and Chicago, wasting more Dem voters and making nearby districts redder and whiter

I looked at this when Trump tried to weaponize the 2020 census. TX Dems won seats more efficiently with a smaller vote margin divided by total population. Drawing maps based on adult citizens would expand those seats to waste more D votes even without gerrymandering www.dailykos.com/stories/2019...

Adding this thread here for others to find. This proposal would in fact help Republicans in redistricting by compelling changes within states

Rigging the Electoral College isn’t the goal of illegally excluding noncitizens—this map is a minor tradeoff for turbocharging gerrymandering 𝘾đ˜Șđ˜”đ˜©đ˜Ș𝘯 Texas, Florida, etc. Excluding noncitizens from redistricting would let the GOP pack more Dem votes into fewer seats—making the rest whiter & more GOP
