Katrina Mulligan, OpenAI: “right now, the gov’t doesn't know what it needs AI to do for it. We have a better insight into what it should be doing than they do…they've said... Can we just spend some time with you figuring out what we should be doing, and it's a different model”

Tarun: “…what's that going to require more energy and reform on power and permitting issues. China brought on around 400 gigawatts of power last year. We brought on around 56 by 2028 we're going to need another 50 gigawatts just for AI uses.”

Tarun Chhabra of Anthropic: “it's important to start with [AI] agents, because I think we haven't thought enough about how agents might be used in a warfighting context…it's still under conceptualized, let alone talking about adoption.”

Aspen panel on AI and national security. Big focus on adoption of AI rather than tech breakthroughs. Katrina Mulligan of OpenAI: “We could end up in a world in which we [the United States] win the race to AGI, we win on the technology…and people are too scared to use it.”

In this week’s @economist.com I review three new books about intelligence—one on Russian illegals, one on Vasili Mitrokhin, the KGB archivist who defected, and another on the post-9/11 history of CIA—and what they teach us about the culture of each agency. www.economist.com/culture….

Armed raids and appointments of loyalists in Ukraine have sparked accusations Zelenskyy is drifting into authoritarianism, using martial law powers to silence perceived enemies and tighten control. Critics include his own party, Ukrainian media, civil society and western officials. on.ft.com/44S3wTo

"The Kellogg shield" is how some Ukrainians and Western diplomats referred to it in conversations this week. Indeed, since Kellogg's arrival on Monday, Kyiv has been relatively quiet. Air defenses were heard targeting drones passing through the region but they were not targeting the capital.

Russia significantly scaled back its missile and drone strikes on Ukraine during a recent visit by U.S. presidential envoy Keith Kellogg, suggesting Russian dictator Vladimir Putin is afraid of the United States.

There will be several changes but few new faces in the ministries. Some roles are set, like Shmyhal moving to defense minister. Others roles are still being decided. On top of the cabinet, there will soon be several new ambassadors named by Zelensky. Be ready for a surprise or two.

Ukraine's parliament has officially accepted the resignation of Denys Shmyhal and dismissed him. He was the longest serving prime minister in Ukraine's history. Tomorrow the parliament is expected to appoint Yulia Svyrydenko as the new prime minister and approve a new wartime cabinet.

Trump's stance on Russia's invasion of Ukraine has veered repeatedly. Praising Putin & criticizing Zelensky one day, then voicing support for Ukraine & issuing warnings to Russia the next. And then reversing course again. This is why few in Kyiv believe his pivot in their slight favor will last.
