i get that you are opposed to any form of wealth redistribution, but i want you to understand that these phrases have particular meanings. a regressive tax is one that imposes a higher burden on lower income people than higher income folks.

progressive taxation has a particular meaning, this can be confusing because capital-p Progressive is a political movement/philosophy, but in the case of taxation it specifically means to tax a larger percentage of higher amounts.

no, it absolutely does not impact everyone equally because every dollar is not equally valuable to every person. if someone is living in poverty and earning $10k/yr taking even 10% of what they are earning has a huge impact on their survival. taking 10% of a millionaire’s earnings doesn’t.
