This is correct, for cape comics, and speaks to something I keep finding when rereading/ teaching/ enjoying Bronze Age work: mismatch between writer and artist often produces women and girls who speak and act as potential reader IDs, but who look (or dress) for a cheesy male gaze.

I have thoughts about this, in that I believe trans characters have been instituted for purposes of reader identification while cis female characters have been historically instituted for the male gaze, but I’ll leave the dissemination to the experts

of the series that caused HB to panic a bit and substitute Dread Baron and Mumbly in their place.
Of course, the comics had no problem using both, even making them brothers.
I think it was a Bluto/Brutus situation when it came to how HB could use the character for a while.

I'm thinking that there was question of what HB could use when it came for those Dastardly & Muttley for a while. Something like their stand-alone series and their appearances in comics as well as Penelope Pitstop was fine. Perhaps when Laff-A-Lympics came out, I think it was the competitive nature

my only anti-localization sentiment is that i hate it when they translate "manga" as "comics." i start imagining those anime characters being really invested in reading x-men
