Statement by the University of Sussex: The OfS has not investigated the particular circumstances relating to Professor Kathleen Stock’s decision to resign from the University. The OfS does not have the powers to investigate individual cases. The OfS decision relates to one document, The Trans and Non-Binary Equality Policy Statement, which was adopted by many universities, and to how this and two other documents were approved. The investigation took nearly three and a half years. In the course of the investigation, the OfS interviewed only one person, Professor Kathleen Stock. The OfS did not interview her until over two years into the investigation. The OfS refused to discuss any substantive matters relating to the investigation with the University. The University asked repeatedly (at least nine times) for meetings with the OfS, and its requests were turned down or ignored. The only evidence of any harm caused by one early version of The Trans and Non-Binary Equality Policy Statement was the testimony of the one person interviewed. There is no evidence of harm in relation to the later versions of the Trans and Non-Binary Equality Policy Statement. The OfS did not interview any students or any academics at the University and refused all invitations to meet with the University.

``` Cable TV service wants piece of ACC action The Atlantic Coast Conference faces a sticky problem over television rights to its basketball games. The Entertainment and Sports Programming Network, a national cable service, wants ACC basketball as part of its sports package with the NCAA. But primary rights to ACC games belong to C.D. Chesley Co., which is reluctant to loosen the powerful grip it has on ACC events. A dent in the Chesley armor has already been made by Rick Ray, a Charlotte advertising executive who has contracted to televise five North Carolina games plus Duke's Iron Duke Classic this season. Chesley did not exercise its option to pick up those games. Now ESPN wants in on the ACC action. The cable service would give the conference more national exposure, something every basketball coach wants. ESPN, which can be received in several North Carolina cities, hopes to televise 130 college basketball games this season, some live and some delayed. "It would be icing on the cake if we could get some ACC games," said Jim Shaffer, assistant director for NCAA productions, which coordinates ESPN's college basketball package. The Chesley network will televise 35 regular-season games and the ACC tournament this year. If ESPN wants to carry any of those games, it will have to negotiate with Chesley. But Chesley doesn't intend to relinquish its rights until the last possible moment. There is no assurance that ESPN would even want to air those games. "They're not going to get something for nothing," Chesley said of ESPN in a telephone interview from Louisville. "If I'm paying rights fees, they've got to pay something and pay a decent price for them and run them live on Sunday." Chesley virtually rules out the possibility of ESPN televising ACC games live, as it would like to do. ESPN telecasts would be made when the conference might be competing directly with the cable network. For its part, the ACC is definitely interested in national cable telecasts, says Commissioner Robert C. James. "The people who evaluate all types of telecasts believe cable TV is going to have a tremendous impact on television in the future," he said. "We're going to devote a lot of time and attention to following the growth of cable television." But he thinks the conference would benefit most from delayed telecasts that avoid competition with games in other areas. "People in the Big 10 area aren't going to turn to ESPN to watch our game if a Big 10 game is on at the same time," he said. ESPN has already agreed to televise two UNC games that will be originated by Raycom, two new Charlotte companies. Raycom has acquired rights to nine games that Chesley did not have. They are UNC's games with Cincinnati (Dec. 8), Detroit (Dec. 15), Wake Forest (Jan. 9), Georgia Tech (Jan. 14) and Maryland (Feb. 7), plus the Iron Duke Classic (Dec. 28-29). ESPN will televise Carolina's games with Wake Forest and Detroit. Total Communications Systems, another cable service, will carry the other three UNC games. Raycom will televise its games on eight stations in addition to the cable services. Five of the stations are in North Carolina, including Channel 11 in Durham, Channel 9 in Greenville and Channel 6 in Wilmington. Raycom owner Rick Ray, former program director at WRAL-TV in Raleigh, said it would cost him about $250,000 to televise the games. The cost will be picked up by the cable services. Carolina agreed to the telecasts mainly because of the national exposure it would get on the cable networks, said Robert Savod, UNC assistant athletic director for promotions. "I think it's in our best interests to get as much national exposure as possible, particularly as it benefits recruiting," Savod said. "I'd like to see the conference devote more of its efforts to national television and pay more attention to the emergence of cable as a major media force." ``` ACC ventures into pay television By BILL HASS and LARRY KEECH Staff Sports Writers The entry of Atlantic Coast Conference basketball into the subscription cable television market was announced this morning at the Holiday Inn Four Seasons. The ACC has contracted with Charlotte-based Raycom/Jefferson-Pilot Teleproductions and the Entertainment and Sports Programming Network (ESPN) to televise 20 games involving ACC teams in 1983-84. The package, known as Season Ticket, will be offered to cable systems throughout the ACC area. It will be done through the ESPN network and will not necessitate addressable converter boxes. Non-subscribers to Season Ticket will have ESPN blacked out during the telecast of an ACC game. The slate of games will be completely different from the commercial TV package. The ACC is entering the second year of a three-year, $18 million contract with Raycom/Jefferson for the commercial TV package. There will also be games televised on NBC and CBS. Rick Ray, president of Raycom, said the price of the cable package will be determined by the individual cable systems. “We anticipate the average price per game will be less than the average movie ticket,” he said. “The whole package should be somewhere in the $50-$75 range.” Ray said that he could not project, at this time, how many subscribers might be interested in the service, nor exactly how many would be needed to break even. “We anticipate a break-even venture in the first year,” he said, “and perhaps even create a small profit.” The ACC will be paid a flat rate rights fee, with provisions for a percentage of Raycom’s revenue reaches a certain level. “This should not be equated to anything like the over-the-air rights fee,” ACC Commissioner Bob James said. “It’s not quite in the area of public service, but it won’t be a lucrative business, either.” The Season Ticket schedule, which includes two free games that ESPN will show for promotional purposes, is: * Saturday, Nov. 26 – Vanderbilt at Duke, 7 p.m.; Missouri at UNC, 9 p.m. * Wednesday, Dec. 21 – Dartmouth at UNC, 7 p.m. * Wednesday, Jan. 4 – Virginia at Virginia Tech, 7 p.m. * Wednesday, Jan. 11 – N.C. C4 TUESDAY, MARCH 12, 2019 Raycom readies for new role CHAPEL HILL, N.C. — Don’t worry about Raycom, not even one bit — things will be just fine. Ownership of two high-end production trucks, along with its long-time relationship with the league and ESPN, made it the perfect partner to continue working behind the scenes on broadcasts when the ACC Network launches on Aug. 22. “We got a very, very good — lucrative — production contract from ESPN,” Raycom CEO Jimmy Rayburn said. “A lot of the games next year will still be produced from top to bottom, but they just won’t have the Raycom name on it. “Our bread and butter will still be the ACC, just in a different form.” The comfort of having a familiar partner is just one of the many reasons for the optimism surrounding the network, finally putting it on par with peers like the Big Ten and SEC, which launched dedicated channels years ago. Here's the conclusion of my post on the Supreme Court's decision in Louisiana v. Callais, gutting the remaining pillar of the Voting Rights Act:

Justice Kagan’s strenuous dissent is exactly right. She notes the history of the Reconstruction Amendments, the subsequent failure to protect minority voting rights, the strong bipartisan nature of various amendments to the Voting Rights Act beginning in 1965, including the response to City of Mobile, to the 1982 Congress that broadly embraced a stronger vote dilution standard, the Supreme Court’s repeated acceptance of the VRA’s provisions as constitutional, to the retrograde turn of the Supreme Court in Shelby County and elsewhere, making the current Supreme Court the most hostile to voting rights in at least a century. And it is all done by Alito with subterfuge. The opinion adopts Justice Alito’s dissent in Allen v. Milligan while denying it is doing so. It brings back the requirement that minority voters prove discriminatory intent while denying it is doing so—in contravention to text, congressional intent, and common sense. Justice Kagan noted, citing my recent Yale Law Journal article, the effects of the Alito treatment in Brnovich: “Since the Court ruled, not a single Section 2 suit has successfully challenged such a restriction on voting, however discriminatory in operation. See R. Hasen, The Stagnation, Retrogression, and Potential Pro-Voter Transformation of U. S. Election Law, 134 Yale L. J. 1673, 1686 (2025).” It is not hyperbole when Kagan writes: “Today’s decision renders Section 2 all but a dead letter.” In other words, Justice Alito knows exactly what he’s doing: make it seem like he’s not gutting the Voting Rights Act through technical language, turning both the statute and the Constitution on its head. It’s the product of his long mission: to favor the white Republicans he seems to think he represents on the Supreme Court, rather than all Americans.
